Newspapers in Cleveland, Detroit, New York and Toronto struggle to cover massive power outage with most of their reporters, editors and printing plants concentrated in cites without power; Cleveland Plain Dealer implements emergency pact with Akron Beacon Journal to put out paper; Detroit Free Press relies in part on plants of two newspapers operated by Gannett, owner of rival Detroit News; Toronto Star is saved when its sister paper, Hamilton Spectator, regains power in time to help out; blackout barely affects New York Daily News, whose Jersey City printing plant regains power quickly, but nearly cripples New York Post, which put out limited run from Bergen Record plant; national newspapers and television and radio news organizations are relatively undisturbed by power loss; local television stations in New York and other major cities suffer sporadically; photo (M)
