The Presidential contest remains a three-way dead heat, according to the latest NBC News/Wall Street Journal Poll. Thirty-three percent of 1,105 registered voters nationwide preferred Ross Perot, while 31 percent favored President Bush, and 28 percent backed Gov. Bill Clinton. The telephone poll, taken Sunday through Tuesday, had a margin of sampling error of plus or minus 3 percentage points.

Ross Perot reverses the usual process by which we measure political value. The parts of the man are worth more than the whole. His flashing insights into how America functions -- and what's wrong when it doesn't -- are goldfish in the mudhole of what stands for political discourse in this country.
Mr. Perot may be, like most of us, wrong more often than right, but when he is right, he is right-on. He was right to oppose the gulf war, even though his own quasi-military exploits have exhibited the wink-and-nod approach to international law that George Bush wholesaled. And he is right to insist that the national debt be reduced, even though the governmental accommodations he has sought and received as a businessman have been part of the irresponsible policies that helped create it.

Au Pair's Acquittal Leaves Anger, Recriminations and Mysteries

Hours after a Swiss au pair was acquitted of killing the baby in her care, participants at her trial were raising questions about the mysteries of the case. The judge said he was not convinced that Olivia Riner, 20 years old, was innocent. Jurors criticized the police. The defense lawyer berated the District Attorney. And the parents of the infant who was killed in a fire last Dec. 2 said their tragedy had been swept aside while, they said, their child's killer was exonerated.

Olympia Gets Court Delay

The Ontario Court of Justice ruled today that Olympia & York Developments Ltd. had until Aug. 21 to file a restructuring plan. Olympia was to have filed the plan by Monday. "I see no sensible alternative to an extension," Justice Robert Blair said. He also ordered the company to file a progress report on the restructuring plan by Aug. 6.

REVLON REDUCES SIZE OF STOCK OFFERING

Revlon Inc., the cosmetics company controlled by Ronald O. Perelman, yesterday reduced its planned common stock offering to 11 million shares from 20 million. The company, based in New York, also reduced the proposed share price to $14 to $15 each from $19, meaning the sale will produce about $144 million instead of almost $400 million as originally planned. The reduction will also leave Mr. Perelman with a larger stake in the company than under the original plan.

Price wars in the consumer personal computer market intensified again yesterday when the Digital Equipment Corporation, one of the world's biggest computer makers, and the Compuadd Computer Corporation, a relative newcomer in the PC market, slashed prices to below $1,000 for low-end PC's. The moves were among the latest in a series of discounts involving the leading multinational PC manufacturers. FIDENAS SLATE IS ELECTED TO EMERSON RADIO'S BOARD

The Emerson Radio Corporation said a slate of directors supported by Fidenas Investment Ltd., the company's largest shareholder, was elected to the board at the annual meeting Tuesday. The election followed what began in April as a proxy battle between the consumer-electronics company's incumbent board and Fidenas, a Bahamas-based merchant bank. Emerson agreed on June 25 not to contest the election of Fidenas's slate. Geoffrey Jurick, Fidenas president, was named Emerson's chief executive. Donald Stelling was named chairman, and Martin Holleran was named president and chief operating officer. Gerald Zarin, Emerson's former chairman, president and chief executive, will remain with the company for six months as a consultant.

TENNECO GAS RAISES $75 MILLION FOR INVESTMENTS

Tenneco Gas said it had raised $75 million to invest in exploring for and producing natural gas in the Gulf Coast region. Of the total, $50 million came from institutions and will be spent on producing, development and exploratory properties in ventures with independent producers, the company said. The rest, committed by a separate industrial group, will be invested in producing properties. Once reserves are acquired, the unit of Tenneco Inc., Houston, will offer customers that are part of the group additional services, like marketing and storing gas. Tenneco Gas said it will add investors to the ventures group fund through 1992.
