Belo Corporation, the owner of The Dallas Morning News, and the Universal Press Syndicate said the companies were developing a multimedia advertising campaign intended to increase newspaper readership. The ads use Abigail Van Buren, known as ''Dear Abby,'' and the comic characters ''Cathy'' and ''Ziggy'' to attract the casual reader to newspapers.

LEAD: The General Motors Corporation said it would decide within two months whether to put a nonpolluting electric car into production. The world's biggest car company outlined test results for its electric car at a news conference before the 60th Geneva International Motor Show, which opens Thursday.

Sharp's Color Fax

LEAD: The Sharp Corporation of Japan said it had developed a desktop facsimile machine that can transmit photograph-like full-color images. The company said the fax machine was the first made for general office use that could transmit full-color pictures. The machine can also send and receive regular black and white faxes.

New I.B.M. Prices

LEAD: The International Business Machines Corporation said that it would raise prices 3 percent for many of its computers, 4 to 5 percent for selected printers and 10 percent for services and many of its software products. The company also said it was reducing the price of memory for its most powerful 3090 mainframe computer by up to 20 percent.
