Carl Levy pleads guilty to Federal charges involving more than $100,000 that he received from newspaper delivery companies when he was union official; says he shared some of payoffs with other officials of union, including Douglas LaChance; Monte Rosenberg, business agent for union, also pleads guilty to having received more than $5,000; according to Levy, after leaving union office and becoming company executive, he also made labor payoffs of more than $35,000 for his newspaper delivery company; says he gave $27,000 of money to LaChance for not opposing laying off of workers; Judge Vincent L Broderick, who released both men without bail, says he will sentence them in September in Federal Court; prosecutor, Henry H Korn, says widespread investigation is continuing into all aspects of illegal activity in connection with distribution of newspapers and magazines in NY metropolitan area; Levy portrait (M)
