US 7th Air Force in Saigon, Aug 15, apologizes for having distributed to about 25 newsmen copies of an ed in the Aug 7 issue of Aviation Week & Space Technology that reflected the official Govt position on the bombing of N Vietnam; newsmen interpreted receipt of ed as attempt by Air Force to explain its position without having to go on record itself, thus avoiding any responsibility should any discrepancies be uncovered; Lt Col S R Kirkpatrick says it was an honest mistake, that ed had been intended for distribution to 7th Air Force staff only
