A small television production company in Saratoga Springs, N.Y., has already proved that niche news programming can be as promising a business as niche entertainment programming. Now the company, originally called Our Town Television, but newly christened as Broadcast News Networks, wants to take its niche national. The company's regional news magazine show, "Broadcast New York," has been successful enough in 13 television markets in New York State to inspire plans for a "Broadcast New England" and even, if the right financial and syndication partners are lined up, a "Broadcast America."

Hours after his Democratic rival began broadcasting a television commercial accusing him of misjudging Americans' economic pain, President Bush told a national radio audience today that the economy was not nearly as bad as people believed. In an interview with Rush Limbaugh, the conservative radio talk-show host, Mr. Bush said that the economy was "poised for a dramatic recovery" and maintained that most people believed otherwise because they paid too much heed to the news media.

Gladwin Hill, a Pioneer Reporter On the Environment, Is Dead at 78

Gladwin Hill, a journalist who in 44 years with The New York Times pioneered environmental reporting and described for a generation of readers Los Angeles's growth from an outpost to a metropolis, died Saturday evening at his home here. He was 78 years old. Mr. Hill, a heavy smoker, died of lung cancer after a seven-month battle with the disease, said his wife, Carole Fordham Hill.

HarperCollins Publishers, a unit of the News Corporation, yesterday named Janet Wikler to the newly created position of worldwide group vice president and director of advanced media. In a statement, HarperCollins said that Ms. Wikler would head the publishing house's efforts in "identifying and implementing strategies to use advanced technologies to deliver intellectual property" and will play a senior role in developing and producing printed products with desktop publishing methods and managing the content of the company's electronic archives.

The Total Research Corporation, a marketing research and consulting company, said today that it had formed a licensing alliance with TRCA S.A. of Buenos Aires. Under the three-year agreement, Total Research granted TRCA a license to use the name Total Research/Argentina, to represent Total Research in Latin America and to market the company's products. TRCA provides marketing research and services to clients including the Latin American units of major United States corporations.

Neiman Marcus Group Inc. said today that its fourth-quarter loss widened to $14.25 million from $14.19 million in the quarter a year ago. Revenue rose 7.4 percent, to $415.8 million from $387 million. The retailer said that increased profits at its Neiman Marcus and Bergdorf Goodman divisions were offset by poor performance at its Contempo Casuals unit.

General Mills Inc. said today that higher operating profits from restaurants and consumer foods businesses bolstered earnings for its fiscal first quarter, ended Aug. 30, by 12 percent. Investors apparently were not happy with the results. General Mills shares fell $3.25, to $69.50, in trading on the New York Stock Exchange.

Insider Suit Settled

The Securities and Exchange Commission announced today that it had settled a suit contending that a New York man, Melvin Gardner, had engaged in insider trading in the stock of a computer company he was advising. The agency said Mr. Gardner had breached a duty to North Hills Electronics of Glen Cove, L.I., by buying 12,000 shares of its common stock when he had knew that Porta Systems of Syosset, L.I., was planning to buy North Hills. Without admitting or denying the charges, Mr. Gardner, 64 years old, agreed to surrender to the S.E.C. $7,070, representing what were reportedly his profits from the purchase, and to pay $7,070 in civil penalties.

Abbott Plans an Expansion

Abbott Laboratories said today that it expected to spend $100 million during the next five years to expand its operations north of Chicago. The pharmaceutical company will develop a 360-acre site next to its 480-acre corporate headquarters. The project is expected to last more than five years and create more than 1,000 construction jobs.

Scimed Life Systems Inc. said today that its income rose only 1.7 percent, to $12 million, or 79 cents a share, in its second quarter ended Aug. 31. That compared with $11.8 million, or 78 cents a share, in the quarter a year earlier. Sales rose 22 percent, to a record $54.4 million, from $44.6 million.
